what would make the ECM fuse blow under load, drives fine at normal cruising but once i go part throttle or more it blows.

I notices as the voltage drops on my Scan master I get a drop in Fuel pressure, are they tied in together or should be looking for something else?
trans wont shift to 4th at wot, is it in the valve body or governer issue?
