Sounds like a correct diagnosis, turbos don't "go out", they lose bearings and wobble, bind and smoke, well unless you run it open and it eats a bird...
Guess I will buck the system here, the upgraded I/C is free HP with existing setup, the turbo you have now will not have to work as hard and should...
Sounds like you are just putting the arms on, should not be too hard, I custome formed a wrench to make it a little easier taking the forward nuts...
