RPMs surge on start up

I've had my 85 at the shop for the last year trying to get it rebuilt. The mech before this shop unknowingly pinched a wire harness when he replace the motor after his rebuild. The shop finally found it. I asked them to tear down the motor and check...everything.
The shop is one that I would not take a lawnmower to for repair, but...that was a lesson hard/expensive to learn.
Nevertheless, the motor was rebuilt and it runs. Still have problems, but the most apparent is the surging of the motor on start up. It's a problem that remains from when the car first got to where it would run.
Vacuum lines were checked and bad ones replaced. Computer was changed when the wire harness short burnt it out.
Once the motor is warm, it ceases to surge.
Does this problem ring any bells? Cause a problem solved come to mind?
 
The car is currently in transmission shop. I expected to have it back by now, or I would not have posted here yet. Sorry
 
what part of the world are you located in? you need to get with someone who is an expert with hot air buicks or you will get the run around and never get it right. there is probably somone near you that can help you. john

I am near a small burg called Paris, Tx. It's in the northeast corner. And Yes, I need to find someone that knows what they are doing. Dallas is 100 miles away, doable, but more rip-offs there than just about anywhere. Get car back from trans shop tomorrow. Supposedly works right now. We shall see. Needs radiator repaired, maybe replaced with elect fans and has an exhaust leak. Then inspection and re-registration. Maybe by then, I'll have found someone that actually knows the car willing to tune it. The best engine builder in town told me he quit because he was having to take his machine work to Oklahome (25 mi north) because none of the shops here are worth a damn. Definitely heard that before.
Such is life.
 
Did the transmission shop replace the torque converter, if they did make sure they replaced it with the correct one as sometimes them shops put an N/A one in with the wrong stall for a turbo car.
