Low brake pedal

Whats up family. I finally did my vacuum brake conversion and my brake pedal is really low. What would cause this very low brake pedal issue?

Did it bleed well?
Did you change the pedal for one for the vac setup?
Did you bleed the master before you bled the rest of the brakes?

Is your proportioning valve in good shape? Plunger goes in and out and such. Might try clamping the plunger in while bleeding. I've read of people doing that. Does it stop ok? Does the pedal feel firm? Does it drop wham holding pressure on it, at a light or just sitting there?
 
I have the same issue. But I am planning on replacing the pads / shoes to see if that helps. My ebrake pedal is pretty low too which makes me believe my shoes need replaced. We shall see.
