Can't get more than 25psi with TE45a

I have a THDP with high 18psi actuator. At the moment I have it cranked tight so it can't open. I have a standard HKS wastegate in the crossover pipe with 14psi spring. I am using the grainer bleeder valve going into the side port of HKS and the top port of HKS is open to atmoshphere. Is mabey the sping in the HKS being forced open do to exhaust pressure in the headers? Should I get a 20psi spring.
 
it most certainly has something to do with your external gate...25 lbs is nothing for a TE-45A

why do you need another wastegate?.......the internal one works fine
 
sounds like the bleeder isn't flowing enough cfm to allow higher boost. You need something with a larger opening...ran into this problem myself.
 
I put an aluminum shim under the spring in the hks wastegate. This has seemed to cure my problem for now. I have adjustment from 15psi to 29 psi. A larger bleeder valve would probably have worked also. Thanks
