Front Internal Gear lube holes: drilling more

In CK's book he specifies drilling existing lube holes larger to .150 and adding more holes on all the flats.
In the pictures the holes are drilled in different locations and look randomly positioned on the flats. So I have questions.

Is there logic behind this hole pattern or is it random based on friction location and stack-up?

Also the .150 drill bit is obviously a #25 gauge which I don't have, can a fractional bit close to this diameter be used satisfactorily? Say a few thousandths under?
