Is turbo link still viable anymore? Is it available on newer laptops or smart phones?

No, it's abandonware.

It would only run and work properly on a pure DOS based system with a parallel port. No modern OS would allow an app to directly connect to the parallel port like it did, assuming you could find a computer that still had a parallel port, and the special cable.

If you still run the factory ECM, then get a Powerlogger.
Outside of that ALDLDroid paired with a Scanmaster-G is your best option if you don't want to make modifications to the ECM to get the powerlogger installed.
