Where does this clip go (on end of steering shaft cover)

While doing an R&R on my AC compressor (fun stuff) I noticed on the end of the plastic steering shaft cover, there's a clip, as if one of the lines in the engine compartment is supposed to secure to it.

When I removed the compressor and saw it, the clip part was facing down toward the frame/crossmember. There was nothing secured to it.

My question is what line is supposed to be secured by this clip? Power steering reservoir to pump line? or some other line?

that is supposed to go around the fitting on your power steering gearbox

Correct. The one that goes up to the reservoir.
