where are you located?
A "109" block will suffice for 10's and either put 2 center billet main caps on it $135+line bore) or a girdle ($335+machining the stock caps). 4.1 requires custom forged pistons and has weaker main webbing area. Stick with what has been proven to work best "109" block. Run TRW forged slugs with JE pins or JE's if you can spring for them. Stock crank with stock rods on ARP bolts work into the 9's as long as you control detonation.
55lb injectors at a minimum for fuel... but might as well get 72's as they are about the same price. Need ECM mod for low impedance injectors $125 cost. Would also get either Max Effort or LS1 Translator Plus fuel management (both budget setups). If you have the money a FAST or Accel DFI are better and have much more control and data capture but not needed.
There are some new turbos out that spool quickly (ball bearing and GT series turbos). A TE-63 big shaft turbo at the minimum for mid 10's. You don't need ball bearing setup but it does allow for less stall to be used and better driveability. $1100-2200 depending upon options/setup.
Ported stock iron heads will go mid/low 10's with ease. Many reputable sources on TB.com. $875-1200 hand or CNC port the lower intake also $125-250 depending upon source.
Have the stock 57mm TB machined to 62/65 by Jay Jackson for $80 or buy an AccuFab 70mm for $250+ or PTE makes a nice one also. Both will go 10's and have gone 9's.
Flat tappet 208/208 $110 has gone 9's...... Many run a 218R flat tappet from PTE $139 or 204/214 SpeedPro flat tappet $110. If you have the budget get a billet roller $700-1100 but not necessary.
Most vendors carry a nice Front mount intercooler for $850-1100 that will get the job done and put you into the 10's if not 9's.
The lighter the car you start with the less power you have to make. The reason I built my setup.

If you are new to these cars... less stall will make the car more streetable. However these cars are totally streetable with most combos even down to the high 9 second mark. Chip tuning will be the key and proper parts selection as you have already embarked on.
