87 nash Belt tensioner bad or not

Is there a sure fire way to tell if the tensioner is bad? I got the a/c delete pulley and the belt was loose.I tried the next size smaller noe its way too tight.When i launch at the track with no boost the belt jumps off one thread and gets torn off.Then i left with boost on a tighter belt and it came off 3 threads.What do you think?

you don't have the delete pully lined up with the others.
