A/C Blower speed in '87 GN

OK I wasn't getting Hi blower speed on the fan so I replaced the relay and Viola! hi speed works. But shouldn't there be a wider range of speeds on the fan ? 1,2 3 sounds like its putting out about the same fan speed. :confused:
EDIT- 1 is low 2 is med. 3 is low.could it be the resistors and where are they located.
 
My low and medium speed seem to be about the same, however my high speed was significantly faster........Where did you buy your relay? My high speed went out also. I don't know which of the relays is for the high speed.

The lower speeds work off a series of resistors, you could put a test light or voltmeter in place of the blower motor to verify proper operation, the higher the fan speed the brighter the light or more voltage on the meter.
 
The relay is bolted to the fiberglass box right by the blower motor.

From CARQUEST its a RY20 or 208859.
