Bad fuel pressure regulator?

I've been having a problem with low fuel pressure. After finally getting my car back it seems to have a hard time starting at first. When it does start it emits a very strong exhaust smell. It also has a heavy stream of black smoke for a few seconds. I took the line off the regulator today and cranked the car but no fuel came out. I also noticed the fuel pressure didn't drop or raise when taking the line off or putting it back on. Pressure stays in the mid 20s. It is an old MM afp regulator. The top is billet on a stock bottom. What do ya think, bad regulator?
 
Try pinching off the return line momentarily....

...with the engine running. That should push the pressure up, effectively taking the regulator out of the equation. If the presssure doesn't go at least to 60+, your pump is probably weak, but you need to verify that you have a good electrical connection to the pump before condemning it. If it does go up, your regulator is bad. :cool:
 
The pump isn't old at all and I have the K-B boost-a-pump on for a good electrical connection. The b-a-p adds a few extra psi when turned all the way up. I'll try your test tomorrow. I just found it funny that pressure didn't go up or down after removing the vacuum line. My gauge shows between 10-13 inches of vacuum at idle. This is when it is first cranked and not warmed up yet.
