Boost Issues

I have been dealing with this problem off and on for probably a year now.
I am using a greddy spec II electronic boost controller, stock dp, hd wastegate, T63E, stock intercooler. . . .
i have had the greddy controller at every possible setting and i cannot get anything more than 16 psi. no exhaust/intake leaks. all the lines are hooked up correctly on boost controller.

a couple months ago it was at about 22psi(could not get anything more) then slowly trickled down lower and lower to its current state of 15-16psi. did my brand new wastegate get tired already? i have a larger puck installed on the exhaust housing as well.

Im having the reversed problem with boost. I cant get my old mans car to go under 22 psi, even with the wastegate all the way out, and its not stuck I know how u feel, boost problems are a pain
