brake switch Connector

I been wondering why my third break light haven't been working after searching on here I went to check the connection in the trunk it checks out....went inside to check the the brake switch an the black/light blue wire have been cut by the previous owner is this the reason why my third brake light not working....if so can anyone tell me where it connect because I cant seem to find the other end of the wire
