Yes!! Piece of cake for a "real" welder, more than one way to skin the cat on that but I would fix it with oxy-ace outfit myself with a V cut and some brass. More ductility and just as strong / or stronger than original.
EDIT: did not read you post, just looked at the pic, so this is even easyer to fix i.e. G.T.A.W. (TIG) than stated above. That was for cast iron or steel. :biggrin:
EDIT AGAIN: You might want to run a very small bead of silcone on the broken side to glue and hold than just snug the screw on the other side so as not to tilt the cap. I know a guy that has been running around with one screw only for years in his unbroken cam sensor.
