cant get boost over 10psi

for some reason, i can not get my car to boost over about 10psi maybe alittle more 12 at the most, i was running 17psi before and i removed the turbo to port the elbow and inlet bell. While it was off the acuator got moved out of place and i noticed that it would not go over 10psi when i got it back on, i thought no big deal because i knew that the actuator was moved so i turned it 7 times which i thought would put me at 17......but it was still at 10-12, i am not seeing any knock retard so i turned the actuator 3 more times and it is still at 10-12. If anyone could help me out as i am supposed to hand my friend in a 98 Z28 an ass kickin today and i wont be able to if i cant get the boost back up, thanks for any info in advance
 
BOOST!!!

i posted almost the same post not too long ago. last night i believe that my headgasket blew. so you might want to check your engine with a TB specialist.:(
 
Is the "Y" in the wastgate hose set hooked up the correct way? If backwards it will cause a low - 10# - 12# boost situation. Is the car slow to spool? If so, the puck may not be aligned/sealing and exhaust gasses are always being bled off.
 
i feel like the car spools fine, and from what i have been told the Y is hooked up correctly, i believe the straight part goes to the turbo and the line coming off at the angle goes to the wastegate.

Just a shot in the dark, but you didn't happen to cap up the wastegate solenoid, did you?? There should be one side of that sol that bleeds off to air. They usually have a foam filter that covers that nipple. Many times people see the empty nipple and think that it's a vac leak that should be capped up. Capping that up will cause low boost.
 
You may have damaged the spring/diagrapm on the wastegate actuator. I had a similar issue where I couldn't get over 15lbs not matter how many turns I cranked on the rod. The problem was a bad spring within the actuator. See if you can borrow someones to test. Good luck.
 
found something very weird today, there is a small hole in the turbo were the turbo is, i have no ideal how to describe this, and i am going to post some pics in the next day or too, has anyone ever had a hole in there stock turbo?
