I just bought a used TE60 turbo and I have an ADJ waste gate and RJC boost controller. The ADJ waste gate is for stock style so I had to modify the bracket a little. Now I'm wondering if the wastegate hole on the exhaust side is to big will what would that cause? I can only get the car up to 20 psi and it is running pig rich. B/c the car isn't going to the boost that I want it to. But good news is it did make 360hp and 400/ft torque on only 19 psi in 90 degree heat.
 
Might want to do a search, but it seems to me that on both boards where there has been threads discussing this issue, the stock style wastegate, or low pressure one as sometimes referred to, will only go till about 20-21 lbs. of boost +/- 1 lb, and I don't know where the limits of the RJC are, but I don't think that it is limitless. Going tuner style with a line running direct from the turbo to the wastegate, without the RJC boost controller in the middle might reveal something. Trying a high pressure wastegate might reveal something, too. Searching for a leak anywhere might reveal something, but I thonk that it will be in the standard wastegate controller. I have the h-d wastegate actuator on mine and I couldn't get it below about 19 lbs. until I ported my wasegate hole. Unless yours is too large for the puck it's probably not a turbo/housing problem. If you want to find out you can unhook the rod and wire the puck closed. If your boost climbs then you have a control problem. Be very careful if you do this and build boost slowly, your 20 could turn into 30+ real quick and your head gaskets might go squish.
