Not so fast.........there may be no need to buy a new solenoid.
Code 31 can be tripped by a few things.Wastegate solenoid or your tcc lockup solenoid in your tranny.
Your wastegate solenoid may be shorted. Unplug the solenoid and do an ohm test across the pins of the solenoid. Around 20 ohms is fine, 3 ohms means toast.........
If it reads 3 ohms or so, replace the solenoid, if not, leave it plugged into the harness and continue reading...
First, get a few 10 amp fuses handy..........
Check your ecm/sol fuse in the upper right corner of your fuse panel. It will probably be cooked.
Replace this fuse.
Disconnect the orange Ecm wire under the hood and reconnect. This will erase all codes stored in the ecm.(If you didn't already know this)
The power feed for your wastegate solenoid as well as your tcc lockup solenoid is fed through the brake switch as well as the ecm/sol fuse.
Unplug the driver side 4 wired plug on the side of the tranny and go for a drive.
Get into boost above 10psi or so.
If you get a service engine soon light, the problem is before the tranny.
If you have no SES light, stop and plug in the tranny plug again.
Go for a drive, get into boost again past 10psi.
If the SES light illuminates, it blew the ecm/sol fuse and chances are the tcc solenoid is buggered and shorting out the circuit.
Clear as mud?
As Van Wilder says........
"You better write that down"
