I am growing to hate this car. 300 miles on the rebuild and now I'm finding that it still has one of the same problems as before. About 50% of the time when I get up to 10 or more lbs. of boost, the whole engine will stutter and make this awful 'coughing' noise. That's really the only way that I can describe it. It has new plugs and decent gas in it....what the heck is this POS car doing? Any insight on this manner would be appreciated.

I don't know but I would check the MAF for sure, double check the grounds and the coil pack could be your problem.

Couple of things to look at..
1. Coil pack gone
2. Ignition module
3. Cam sensor 180 out
4. Hoses may have hidden crack going IC or up-pipe

I never liked the red's 93 chip but this is my opinion only. Try getting a good chip taylored for your combo (turbotweak).

Would the coil pack really not give alot of evidence of being bad until that far into the throttle? How does one check the coilpack?

There is a resistance check for the primary and secondary sides of the coil. Unfortunately, your problem is happening under load and boost (so it may not be visible using a DVOM), but may be worth a try to check. What kind of plugs are you running? Sometimes the platinum plugs may not fire correctly under load. You should also recheck your cam sensor (and correct position). I think NAPA sell the tops only. I had a sputtering cough problem from a loose connection at the fuel pump. I know it's a pain, but you may try dropping the tank to insure that the connector is solidly connected. Also, as stated, any air leaks beyond the MAF may cause you problems, but I think it would happen all the time.
