I just got a different car (87 WE4). The cruise is not working. I have worked with most systems on a TR, but not the cruise. The switches on the brake pedal seem to be adjusted right. Where else do you look? Is there a way to check the switchs at the brake pedal to see if they work?
 
I copied this info from some old links:

Cruise Control General:

1. Check all electric connections
2. Check one way check valve on driver side of intake by the EGR. If it goes bad, you will have no vacuum to activate the actuator and thus no light.
3. Make sure the black wire for the multifunction switch didn’t get cut on the steering column opening where the stalk comes out.
4. Make sure the vacuum dump valve on the brake pedal is closed. If it stays open you won’t have vacuum at the actuator.

Cruise Control Electrical:

1. With cruise module left unplugged, Key ON, check the following wires in the connector. Cruise switch 'ON' gray wire in terminal A should have 12 volts read to a good ground.

2. Key ON. Cruise switch 'ON' Set switch held in, you should get a 12 volt signal on the dark blue wire terminal L of the connector.

3. Key ON. Cruise switch 'ON' and the Resume switch 'ON' held in you should get 12 volts on the gray wire with black stripe in terminal M.

4. Cruise light: White wire terminal B of the connector to the module. TAKE OFF THE CONNECTOR to the module and put a ground on it. The dash light should come on through the gages fuse +12 powered with the key on run, bulb test and start positions.
