delta gate on x-over wont seal

guys my 86 t-typet has a two delta gate setup. the one on the x-over pipe wont shut all the way causing bad spool up. how do i fix it? i took it off and cleaned it but it didnt work. is the spring shot? can i rebuild it myself? i know its old school(no comments Russ!) but its all i have to work with for this season. need a cheap fix!

Perhaps the valve is sticking/binding? Limit Eng. just rebuilt my ATR gate... not sure if they do the Turbonetics' units, but worth a call.
