Putting headgaskets on.

I ran a tap down all the bolt holes in the block and wire wheeled the ARP bolts. I put Permatex#2 around all headbolts on the last 3-4 threads. Then put 10w30 on oil on the rest of the threads.

My question: Does putting threadsealer (permatex#2) on the bolts alter torque values? Do I need to go higher than 85#'s?

From ARP:

It’s difficult to determine the amount of torque required to provide the correct preload and clamp force of a given fastener. For example—when tightened, dry uncoated fasteners use up about 85% of the applied torque simply overcoming the friction between the male and female threads. To ensure that all ARP® fasteners provide the optimum level of service, the installed residual stress is calculated and verified experimentally using a superior quality lubricant. It is important to note that the friction coefficients of lubricants vary, making it difficult to consistently get the exact amount of stress within the fastener to clamp the components together. That’s why ARP® developed an ultra-consistent moly lubricant and companion thread sealer. Because both of these products have been thoroughly tested and proven effective, they are recommended.
In other words, I'd consult ARP. :p

The recommended procedure is to use a teflon based thread sealer on all the threads, and oil only on the washer/head

No, ABSOLUTELY NOT, it requires a thread sealer. The head bolt holes are NOT blind.

Just use any good teflon based thread sealer. Teflon is the key to good and fairly repeatable torque settings.

Use oil on the bolt washer/head.

1QWK6,

To answer your question: depending on what you use for thread sealer or lubricant the torque value will be different. ARP lists given torque values for their products. If you use something different then those values no longer apply.

Personally I use ARP sealer on the threads and ARP moly lube under the head of the bolt and on the washer. With that said I torque my head bolts at 80 ft lbs which is based on experience and higher than what ARP recommends.
