Electric Fan not working properly?

My electric fan for the radiator only runs when the motor is running. Isn't it supposed to run for a while with the motor off?
 
Sorry for the stupid question but how do I tell? It's blowing pretty hard when the motor is running. It's 100 degrees outside and it only kicks on when the motor is running.
 
Look for the large relay with 2 connectors on the drivers side fenderwell area.

Find the dark green wire with yellow stripe on it and it should be a thinner wire than the larger power wires.

With the car running at idle take a piece of wire and ground it to the battery or a good ground on the car and put the other end onto that relay terminal by SLIGHTLY sliding the connector back about 3/16" or so so you can see metal but still have the connector on the relay. :)

Shut the car off and the fan should run on delay. Remove the ground wire and it should shut off.
