Fixed DS header but still can't build boost

hello everyone, today i replaced my DS header with an ATR repacement. and im happy that the spool up has returned, but i still cannot build any boost at the line at all. the highest it will go is 0 PSI and no higher even if im flooring it while on the brakes. i dont think there are anymore exhaust leaks because my spool up is good, there arent any vaccum leaks, and im not too rich FP at 45 PSi so i dont know whats still wrong!!!!
 
whats your converters stall? make sure. i have a D6 (1700 stall) from a Aamco "rebuil" and i hate it. i can hold 0 psi also and once i smashed both pedals and held 3 psi before the tires lit up and that was hot tires on a hot, dry road. powerbrake it w/a DS hooked upa nd it will tell you your stall. you can also do it w/the tach but i forget how. i just know that i did it and my friend showed me it and it said 1800 for my coverters stall. pop off the torque converter/flywheel shield behind the oil pan, the one w/4 bolts holding it on, and see whats stamped around it. i have a bunch of 6's stamped around mine
