fuel rail/pressure

Im new to GNs and fuel injection, so please forgive me if the question sounds stupid. When my car is shut off Im getting a fuel smell, I dont seem to notice it while the car is running. When the car was shut off, I unscrewed the cap at the end of the fuel rail because I heard an intermitant air hiss sound, pressurized fuel spewed out. Is that supposed to happen, I thought thats what the purpose of the fuel return line was, too relieve fuel pressure?

Try getting a air valve tool for a bicycle tire and tighten the pin inside the valve.
