fuse block/wiring harness attachment

Putting harness back in car after two years.. in the attached photo there is an metal attachment clamp just out from the fuse block..just looking for confirmation that it goes over one of the studs from the brake booster which you can see just above it..if anyone can comment that would be great..thx...
