Hazard lights

I noticed yesterday that my hazard flashers stop flashing and stay steady when the brakes are applied. I know the rear is supposed to since they're the brake lights, but the front bumper lamps stand still as well, as do the indicators in the dash. Then when I let back off the brake, they continue flashing again. Could this just be the flasher relay thingy under the dash?

Isnt there two seperate relays? Which one should I replace? TIA

Ah, I see. I thought the front lamps were supposed to flash even with the brake applied. I guess not then.

I never really noticed this until yesterday, while I was (sadly) part of a funeral procession.
