How to pin the governor spring

This thread will explain how to pin your governor spring to keep it from popping out while abusing your turbo Buick. There are other ways to accomplish this but I find this to be the best method.

Tools needed:

-Appropriate size socket or hex driver for trans pan removal
-13mm socket
-8/32 nylon screw (15.5mm long and can be found at any hardware store)
-8/32 tap
-Permatex MotoSeal #1 (part #29132)
-trans pan gasket
-your choice of trans fluid
-governor cover gasket (optional but highly recommended)
-trans filter (optional)

Procedure:

1) Drain fluid and remove trans pan. Tuck shifter linkage out of the way.
2) Remove governor cover by removing the four (4) 13mm bolts. The governor cover is near the rear of the trans and is easily accessible. Be careful when removing the cover as the governor will more than likely come out with the cover.
3) Clean the governor assembly with soap and water, paying particular attention to the small weight as this is where the work will be done and you want it clean and dry before you start.
4) Use the 8/32 tap and tap the hole on the small weight. Remove metal shavings/debris.
5) Put a small dab of the Permatex MotoSeal #1 on the last few threads of the nylon screw and thread it down just snug. NOTES: This particular Permatex is a solvent-based silicone and is highly resistant to fuel and petroleum based products. It also sets within about 30 minutes which is helpful. Also, the nylon screw is the perfect length and will not bottom out on the recessed dimple that the spring is seated in, even with the weight fully extended. The screw weighs next to nothing and you will NOT need to modify/shave material off of the small weight. Thus, your shift point will remain the same. It is NOT necessary to modify the head of the screw as there will be enough clearance between the head of the screw and the chamber that the governor spins inside. It's a close fit but it will work just fine.
6) If you have obtained a new governor cover gasket then clean the cover up and install the new gasket. If you're lucky and the gasket came out in one piece then it can be reused.
7) Wipe down the governor cover gasket mating surfaces. Reinstall governor and governor cover. Torque the four (4) bolts down to around ~20 ft.lbs. Don't worry too much about the exact torque value, just snug the bolts down good. NOTES: Now is a good time to install a new filter if desired and also check the TV cable adjustment as it relates to the TV plunger.
8) Clean/wipe down the trans pan gasket mating surfaces, install new pan gasket, install pan.
9) Fill with your choice of fluid, start engine, check for leaks, top of fluid, etc. Have fun knowing your spring will never pop out.

Stupid question. What is this for? What does this mod do? Does this fix a non shift issue?
I have a 700r4 that won't shift from 2nd
 
It prevents the spring from popping out and residing in the pan. When the spring pops out the trans doesn't shift at the correct MPH.

The 700R4 doesn't use a spring in the governor. If you meant that the trans won't shift into 2nd, the governor gear is probably chewed up, easy to replace.

700-R4 governors do, in fact, have governor springs but the governor design is completely different than the 200-4R. The 700-R4 governor is very much like the TH350/400 style.
