IAC Readings on ScanMaster

From the day that I have owned my car my IAC's are all over the place. I have read, read and read to see what could cause this. Everyone who has looked at the car cannot figure it out either. The car idles well and is not affecting anything and it has been replaced twice. Is there anything that anyone can think of that would cause this? I am getting tired of replacing vacuum lines and everything else to settle this problem.
