locking up torque converter

This is my 2nd time around w/ the GN's. On my first one I had a switch that would lock up my torq. conv. Is this what everyone is talking about when they talk about locking it up at different speeds when running? I also read where one just locked it up when on the interstate.
Please fill me in on the advantages. If I remember correctly there were claims of 3mph pick up in the quarter when locking it up the way I used to.
Is there any mpg increase?
I don't remember which 2 plugs I used.
Like I said, any and all info would be appreciated.
Is there a negative side to locking it up?
