I was getting low system voltage for a while, sometimes even killing the battery, so I installed a new alternator thinking that that would remedy the situation. I put one of the Impala SS alternators in today, yet my voltage is still 10.5 to 11.5 Volts. What's up with that, what could cause that? Is the alternator not working, and what could cause that?

Low batt?/
Does the ALT lite come on when you key up? If not, the bulb is gone or the circuit is open. The alt excite wire runs on that circuit.. The volts you are getting is most likely batt volts.
A quik check for charging is to touch the rear bearing cap on the alt w/ a screw driver.. If there's a magnetic pull, the alt is putting out...
