Oil feed and oil return question

Sorry for the dumb question....but can you switch the feed and return lines around on turbos? Does it matter which hole on the turbo you use?

It can be made to fit with some creativity, but that doesn't mean it will work.
What are you trying to accomplish?

I'm putting the turbo up front , something like this...but I'll have to switch the oil return line and feed line around or can the exhaust housing be clocked like the compressor?

Both the exhaust housing and compressor housing can be clocked in any position. This obviously allows you to position the center section anywhere you like as well. But if you’re using an old turbo it’s going to test your patience when trying to loosen the exhaust housing for rotation.
