Puck sticking in 3.5" THDP

I got a 3.5" THDP used and the wastegate arm is hard to move sometimes. Almost feels like theres something sticky on the puck surface . It has what I would consider too much slop in the shaft. Not sure of the age on this pipe. Can this be rebuilt? Can it be lubed? with what? Thanks

Spray it with some pb blaster peneterating oil.

PB blaster will burn off. You need some spray anti seize because it has molybendiundysulfide and graphite which will still work with the heat encountered on the exhaust gasses. I used to work for Loctite and we made anti seize there.
