Depends on the tire size and front springs. Rears + spacers may actually rub the inner fender top less than fronts with no spacers, but may rub near the frame more when the tires are turned to full lock.
If you convert to 12" brakes, Running rears in front, without spacers may work best.
I run 255/50's all around on my '86 Pontiac Grand Prix, but had to roll the top of the fender lip slightly and use stiffer front springs. This size is probably too big for a regal without similar fender mods, but 245/50's should work with only minimal work to ensure clearance.
