Im not really worried about anything emissions related because my car will never pass emission inp. legally anyway, but are there any downsides to removing this thing? are there any upsides? what exactly needs to be done to remove it??
 
No real upside to removing it. It allows your fuel tank to vent vapors which is an important function. I wouldn't touch it on a street car.

To remove, you just plug the vac line and put a filter on the fuel line, but the vapor is still venting to your engine bay (not good)...or you can plug that too and not vent the tank (worse).
