Seat belt

I got the car painted and now the automatic seatbelt retractor wont work.
They painted the door jams and I think they did something to the jam switches.
What is the fix and how do you reatach the seatbelt to the device?
I can hear a spring being spun when you activate the switch by hand.

You are correct!

Either they broke the retractor arm or re-installed them wrong. It would be wise to let them fix your problem as the rear panel may have to be removed. Hopefully nothing is broken as these parts have been discontinued by GM.
