Tial Wastegate question

I just put a 38mm Tial wastegate on my car. I have an ATR downpipe & CPT 65bb turbo. With a large red wastegate spring (11.5psi) I get like 14psi minimum boost. And if I nail it from a stop I may see as much as 20psi before it falls back to 14psi. I also have a 9 inch convertor. Why won't it control the boost at what the spring is rated for 11.5, Wastegate to small. Why the spiking?

What happens without the RJC controller? I have no problems with boost spike on my 38mm tial gate.
