When replacing these, are there any specific torque specs? Also is draining the oil necessary? This is a pretty straight forward job right. Nothing really complicated or any special tools needed are there?

Cork or rubber gaskets?
 
There has been a lot of discussion on this topic, do a search and you will find a new Fel Pro gasket part number that has a metal insert. Can get them at Pep Boys for about $30 (they are reuseable)

draining the oil : NOT necessary. it all drains back to the crankcase.

torque : 44 INCH-lbs, from Buick service manual. But that's for the stock cork gaskets.

You may want to replace the rubber grommet in the P/S cover, if there's any evidence of leaking there.
 
i use cork valve cover gaskets from autozone they are the same as felpro in a different box called engine seal 2.99 they seal really good no leak you have to use some stuff called indian head gasket sealer with them not rtv
