Voltage at Fuel pump connector

Hey guys, how much voltage am i supposed to have at the Fuel pump connector? I'm only getting 8v from the center pin. When i palce the battery on the pump it works. When i place the wiring in the mix nothing...Gremlin is killing me.

Center pin isn't supply voltage to the pump

Pin C on the connector is power ... if you have a hotwire kit you should see 14 volts to the pump with car running or ~12.5 - ~13 car off key on ( have someone turn key while your at the back checking voltage)
