But if you have an adjustable actuator - is the solenoid necessary?

The solenoid is what allows the computer to scale back the boost in 3rd and 4th as well as when it sees excess knock. It allows faster response when your chip is set up to fast spool. Recently I re wrote the code to act like a boost controller as well. So yes, while you do not need a solenoid it can do a lot for you.

A bleeder style adjuster often gives you fast response at the expense of overshoot, while connecting the pressure line directly to the actuator gives mushier response.
