PayPal can track him and they will get you paid. They are an arm of EBAY the tries to ensure financial responsability. There should be a contact number for them somewhere on EBAY's site. Had a friend buy and Ipad on EBAY and she got a piece of junk but had already paid for the item. She contacted Pay Pal and the eventually paid her back in full!
