Code 31 and TCC Solenoid question

Hey Guys,
I'm trouble shooting a problem on a friends 87 WE4. The car has a fresh engine and trans and all sensors are in spec. The car chugs along at low speed and idle and clears out quickly when you get rolling. He is setting a code 31 and after doing some reading on here, I noticed people noting a relation to the TCC solenoid. Which made me think about something that was different about his Trans when he got it back from the rebuild.

The Trans has no connector plug on the side for the TCC wiring to connect to. He is running a 3200 NLU converter and a 2004r with a deep pan and billet internals. It came from another car. I thought it was strange at the time that it didn't have a connection. There is a freeze pug in its place. I don't even know if the TCC solenoid is even inside. Can this be the reason for the chugging at idle and the code 31?
