Front swaybar bushings

Installing new Moog front swaybar bushings. I'm having a hell of a time seeing how the bushings are going to allow the brackets to seat flush to the frame once they are bolted in. I know my original stock ones did, but they were really compressed and dead when taken out. Should the brackets be flush with the frame when your done installing these? If so, how the hell do I do it without ripping the threads out of the frame?
 
IF I recall correctly I remember reading a while back that you will have trouble getting them to bolt up at first. Try to catch as many threads as you can in the first try, drive the car for a bit, see if the bushings squish a little bit, get a few more threads turned in, and go from there. Basically get it as tight as you can and check it in a few days.
