How do I burn VCD format onto a DVD-RW

Just got a new laptop that has DVD burning capability. I know the advantage of VCD format and want to combine them both. I have numerous movies of 700 mb in mpg format and when I try to burn them on to a standard CD in VCD format it's too large for the 700 mb disk to the tune of 200 mb (900 mb or so total). So, I thought I'd simply use DVD media since that's 4.7 gigs but the software won't let me burn VCD format onto a DVD. When I do it in DVD format a 700 mb movie conversion is still too large for a DVD.

So, in short I want to convert a 700 mb .mpg movie into VCD format which will make it about 900 mb and place that file on a DVD-RW which has plenty of room to hold such a file. How?
 
Yes, my home DVD player supports VCD and SVCD. In fact I'm watching a compilation of Shania Twain (grrrrrrrr) videos I made in VCD format.

My computer came with RecordNow! software but I recently installed NERO too.
