Hydroboost brake pedal is sticking

I have just finished a hydroboost conversion on my 87 GN.
The brake pedal is sticking at a point about 1.5 inches down from the top of the pedal.
This happens both with car running and off.
I have to physically reach down and pull the pedal up. While doing so I can feel the pedal hanging up and it releases with a bit of a clunk. There is no visible obstruction hindering movement of the pedal. Therefore I believe it is internal to the booster.
I am using a cardone 52-7211 booster and 84-85 GN hoses.
Has anyone experienced this issue?
My plan of attack is pull the booster and replace it.
 
Inside there is a clip that might need some "adjustment" with a file or grinder to keep it from binding. You will see when you pull the mc.
