Installing New FP - Can't Lower Pressure?

What's it with the line off? TT wants 43 line off for the starting point.

It doesn't move much with the line off... I'm guessing I got the fp regulator adjusted as low as it will go.

Just for a FYI. I bypassed my homemade hotwire kit and using the stock wiring I was able to lower the fuel pressure to 38psi so I can get it smogged. I guess there is proof there how much hotwiring the pump helps.
