Lighted Dash Panel question

My friend has an 84 park ave limited. it has this light panel infront of the passenger, my mon 84 lasabre limited also had this. Both would light up when ever they felt like it. the reason why i'm asking is becasue i know regal limiteds had this also. What is the deal with these? Is there a bulb back there, is the wiring screwed up ?

It's an Electroluminescent sail panel.

A/C 110 volt inverter powers the thing and it's sorta like neon lighting.

Rarely do they last long due to connections and the inverters dying.

If intermittant I would check the wiring to them.
