No boost,please help

A friend has just rebuilt his car and the car runs fine but it wont build boost.all hoses are plumbed correctly has even swapped waste gate actuator but no luck,I would appreciate any help.

Does the turbo shaft spin freely? May have coked bearings. Cracked header or exhaust leak, can limit the boost to about 10#s.
