I took the up pipe off today I notice there was oil sitting in the intercooler neck. There was no oil inside the throttle body. felt like a light coat of oil inside the up pipe. What could this be from?

If you have not completed a "spring cleaning" recently that oil may just be a buildup from time. Do a spring cleaning action on the intercooler and check the discharge side of the turbo for oil residue. What you find will dictate your next action. If it is dry... drive the car and check the up pipe for more oil. If you have more oil than you need to look into the turbo seals.
