Say if I pulled 3% fuel in overall, would i also have to pull the same % out of 1st gear also to match? or just leave it at 128? ThanX in advance!!:)

Overall WOT fuel includes 1st gear. So if you subtract 3% WOT fuel, all gears will get leaner at WOT by 3%.

Thanx Eric. These are just example numbers,I just wanna be sure I got this right. Say im at 125 overall and I could lean out 1st gear only even more (for 60ft reasons) and pull it down to 123? If that is correct should my 1st gear be at 125 now also?

If you take WOT fuel down to 125 (-2.4%), all gears are now leaner by 2.4%.

If you now take 1st gear fuel down to 123 (-3.9%), 1st gear is now 3.9% leaner than the other gears.

1st gear fuel is "offset" from the WOT fuel. When you decrease the WOT fuel, say 5%, that is the new "base" fuel. Then 1st gear subtracts from that.
